Description

According to  http://www.w3.org/TR/2001/REC-xhtml-modularization-20010410/abstract_modules.html#s_forms, it is not.

According to  http://www.w3.org/TR/xhtml-modularization/abstract_modules.html#s_forms, it is.

Unicorn says it is not. See example in ticket:143 screenshot.
